I am submitting this request under the Freedom of Information Act 2000. Please provide the following information: 1. The total number of police complaints suspended under Regulation 40 of the Police (Complaints and Misconduct) Regulations 2020 in each of the last five years. 2. A breakdown of these suspensions by the ethnicity of the complainant (using IC codes or the UK standard ethnicity classification, whichever is held). 3. Any internal policies, procedures, or guidance documents that direct how Regulation 40 suspensions should be applied, specifically in relation to complaints that allege racial discrimination, racism, or institutional racism. Please provide the information in electronic format. If you require clarification, please contact me via this email address.

Response

On behalf of the City of London Police (CoLP), under Section 1(1)(a)(b) of the Freedom of Information Act 2000 (FOIA), I can confirm that information is held for elements (1) and (2) of your request.  I can further confirm that the Independent Office for Police Conduct (IOPC) Statutory Guidance is followed by the CoLP for element (3).
